Art. 1 Under the name of INTERSTENO - International Federation of Information Processing - an incorporated association has been formed. The Federation pursues, on the basis of unsalaried activity exclusively and directly non-profit-making aims, as defined by the section of German Law on activities enjoying tax privileges. It promotes international thinking and the idea of understanding amount nations. In particular its aims are:
a) to associate stenographers and typists of all countries;
b) to centralise, to exchange and to spread all information of a professional character;
c) to organise meetings and to establish personal contacts amount the members;
d) to organise international stenography and typewriting contests;
e) to advance joint studies concerning the professions;
f) to defend the moral and material interests of the professional groups. The Federation is a disinterested organisation; it does not have profit-making goals in the first instance. The Federation's means may be used only for aims in accordance with the statutes. No financial gain from the organisation's means accrues to its members. No person may benefit from expenditure that is beyond the scope of the Federation's aims, or from excessively high fees. The Federation does not allow any discussion of a political or religious nature.

Art. 2 Members of the Federation are the National Groups of shorthand writers and typists. Each country is allowed only one INTERSTENO group. Each group may organise itself at its own discretion; in any event, each group should try to represent any systems and tendencies being in force in the country in question. The Federation will stimulate the formation of National Groups in those countries where, as yet, none exists, and promote their formation. Pending their formation the board can authorise private persons or groups to participate in the activities of the Federation, without being entitled to vote. In those countries not yet having a National Group, the Federation can admit individual members (individual persons, schools, firms, organisations etc.) which can make an important contribution to its activities or are interested in its work. Parliaments may also become direct individual members of the Federation if there is already a National Group in the country. The individual members are allowed to attend the general assembly of the Federation; they have neither the right to participate in the discussions nor the right to vote.

Art. 3 The official seat and jurisdiction of the Federation is in Bonn. It is to be entered in the Register of Publicly Acknowledged Associations. It is represented legally by its president.

Art. 4 The organs of the Federation are:
a) the general assembly of the delegates
b) the central committee
c) the board
d) the general secretariat
e) auditing committee

Art. 5 Any National Group wishing to join the Federation has to apply in writing to the central committee, which will decide on the application, subject to ratification by the general assembly of the delegates. At the suggestion of the central committee the general assembly of the delegates may confer the title of honorary member on any person who has rendered special services to the Federation.

Art. 6 Any National Group wishing to retire from the Federation will have to give notice in writing to the central committee three months before the end of the current year. Subject to ratification by the general assembly of the delegates, the central committee is authorised to expel any National Group that has been in arrears in payment of the subscription fee for more than two years and to exclude a National Group whose acts are contrary to the interests of the Federation.

Art. 7 The general assembly consists of delegates of the National Groups. It is the highest authority of the Federation. As a rule it meets during the international congresses. Members are to be invited to the general assembly in written form at least three months in advance. An announcement of the agenda is to be included with the invitation. A record is to be kept of the general assembly. Resolutions are to be recorded verbatim. The record is to be signed by the secretary and by the president or his representative. Decisions can only made on items appearing on the agenda. Each National Group may delegate three members. If the country in question has more than five million inhabitants, one extra member for every five million inhabitants can be delegated; the maximum being twelve delegates. Besides these members each National Group may delegate other representatives to the general assembly but these are not entitled to vote. Each delegate is entitled to one vote. The meeting is entitled to take decisions irrespective of the number of delegates present. With due observance of the provisions of article 16, a majority of votes is decisive. The representatives of countries which have not yet formed a National Group will be allowed to attend the general assembly and to participate in the activities of the Federation on the conditions made by the central committee.

Art. 8 The central committee consists of the delegates of the countries, one from each country, elected by the National Groups. It will be called, either at the request of the board, or at the request of five National Groups. If possible, the committee will meet at least every year. Its function consists in preparing the general assembly, in drawing up the program of the Federation's activities and the contest regulations, in superintending and assisting the board and in solving all problems important for the Federation. It is entitled to nominate committees for the study or the working out of special problems (e.g. the editorial work of an informative periodical). If no general assembly can be held, it appoints members of the board. It is is entitled to make decisions if half the number of their members plus one is present.

Art. 9 The board consists of the president of the Federation, five vice-presidents and secretary general. It is the executive of the Federation. The board is elected by the general assembly. One half of its members plus one is required for a quorum. In case of equality of votes the president's vote is decisive. In case of death, retirement or illness of one of its members, the board can appoint a substitute, provided this is reported to the next general assembly. The president is chosen ot of the members of the National Group of the country where the next congress will be held, or should this not be held, where the next general assembly will be held. He is appointed by this National Group. If this National Group refuses the presidency, it is obliged to nominate a vice-president.

Art. 10 The secretary general's task is:
- to ensure the continuity of the Federation's activities;
- to carry out all administrative duties;
- to control the financial affairs of the Federation;
- to draw up the agendas for the central committee and the general assembly in consultation with the president. In addition he keeps the central committee informed of his activities.

Art. 11 The general assembly nominates an auditing committee, consisting of three members not belonging to the board. The members of this committee are not immediately re-eligible for nomination.

Art. 12 Every two or three years a congress will be held. On every congress international contests or other international activities can be organised. The details are laid down in accordance with special regulations by the central committee, or, in case of urgency, by the board.

Art. 13 The financial means at the disposal of the Federation are:
a) the subscriptions of members;
b) the subscriptions and sale of publications;
c) subsidies, donations and legacies. Each National Group pays an annual fee fixed by the general assembly for each delegate to whom it is entitled. The general assembly can fix a minimum fee for the National Groups. Individual members pay an annual fee voted by the general assembly.

Art. 14 The traveling and hotel expenses of the president and the secretary general are chargeable to the Federation. The expenses of the other members of the board and the central committee are chargeable to the National groups. If the president or the secretary general of INTERSTENO, or both, are members of the organising committee of the congress, their expenses during the year of the congress are chargeable to the organising committee. The expenses of the person responsible for the working sessions, as well as expenses of the presidents of the juries, are chargeable to the organising committee.

Art. 15 For financial obligations the Federation is liable only with its capital. The National Groups are not personally liable.

Art. 16 The existing articles may be revised at a congress or by an extraordinary general assembly, convoked by request of the board or five National Groups. The extraordinary general assembly is valid if at least three quarters of the National Groups are represented. For modification of the articles a majority of two thirds of the votes is required.

Art. 17 If the organisation is wound up or if it no longer pursues its stated aims its assets will be passed on to the International Committee or the Red Cross.

Art. 18 The National Groups submit to the central committee's rulings in all cases not provided for in the present articles and is entitled to make decisions subject to ratification by the general assembly.

Art. 19 The first articles of INTERSTENO were drawn up in Monaco on August 1 1995. The latest modifications were adopted in Amsterdam on July 10 1995.
